Estonian Civil Society Development Concept
The Estonian Civil Society Development Concept is a document that was developed by the Network of Estonian Nonprofit Organizations (NENO). In December 2002, the Estonian parliament, Riigikogu, adopted the Concept as a basis for co-operation with the Third sector.

The Concept defines the mutually complementary roles of the public authorities and civic initiative, as well as the principles of their co-operation in shaping and implementing public policies and developing the civil society in Estonia.
